		<description>Having talked with someone who is closer to the situation than I, it was told to me that the blame for the American Airlines shutdown rests squarely on the shoulders of Messeurs Schumer &amp; Oberstar.  Seems they raked the FAA over the coals for not following the letter of the law in the SWA case.  When this came up, they followed precisely, comma by comma, each nuance and dictate of the regulations to show congress that they should remain in the business of legislating and oversight whilst the FAA sees to regulating and enforcement.

In turn, the SWA case was more a case of common sense being applied then was ever seen in the media, and it all blew up when the &#039;whistle-blowers&#039; were about to lose their jobs over incompetence and malfeasance.  Interesting...</description>

		<description>I&#039;ve heard this explanation, but I think it might be urban legend. The real explanation is probably more boring: they wanted to have a single time zone in India, and they split the difference between the east and west.</description>
